The US began its check truncation initiative with the "Check 21" legislation enacted in 2015. The UK is in the midst of theirs now. The US experience overall was favorable, but could be improved upon. There are many and varied reasons why the UK is doing things differently. Its implementation is a great example of the kind of wisdom Roy H. Williams expressed in the above quote.
