アンケートの回答から、銀行業界がすでに巨額の資金を費やしただけでなく、多くの銀行が最終期限までに準備できないことが明らかになった。一部の銀行が取ってきたアプローチを考えると、準備できると考えている銀行でも、必要とされるレベルの準備はできないだろう。
